ST COLUMB MAJOR TOWN COUNCIL

Minutes of a Full Council Meeting of St Columb Major Town Council,
held in the Council Chamber, Town Hall, St Columb Major, on

Tuesday 2 nd June 2026 at 7.00pm.

Present: Cllrs Scot Taylor (Town Mayor), S Allen, S Anthony, A Dickens & R

Jury.

In attendance: Mr J A Stuart (Town Clerk) & five members of the public.

28/26 Mayor’s Welcome

The Mayor, Cllr Taylor, welcomed everyone to the Meeting.
i) Housekeeping
The Mayor addressed Councillors, gave advice on emergency
procedures, and asked that all mobile telephones be switched off or
silenced.
ii) Diary Report from the Mayor
Cllr Taylor presented his report:
“Good evening, everyone
Since our last meeting, I have had the pleasure of attending several civic
and community events on behalf of the Town Council.
On 14 May, I attended the Mayor Choosing Ceremony in Bodmin.
It was a well-attended event, and it was an honour to represent St Columb
Major and strengthen our links with neighbouring councils and civic
leaders.

On 15 May, I visited St Columb Major Academy to present a cheque for
£250 from the Town Council towards the school's new helmet shed
project. It was encouraging to see the positive impact that even a small
contribution can have in supporting local children and promoting safe
cycling within our community.
On 20 May, I attended a formal reception at RAF St Mawgan, where I had
the opportunity to meet the new Station Commander, Wing Commander
Gareth Elliott. During the reception, I also met the new High Sheriff of
Cornwall, Harriet Hills. It was a valuable opportunity to strengthen
relationships with key organisations and representatives who play an
important role within Cornwall.
As Mayor, I remain committed to representing St Columb Major and
promoting the interests of our parish whenever the opportunity arises.
Attending these events not only raises the profile of our community but
also helps build valuable relationships that can benefit the parish in the
future.
I would also like to take this opportunity to thank my fellow councillors, our
Clerk and staff, and the many volunteers who give their time and effort to
support our community. The continued dedication shown by so many
people helps make St Columb Major a vibrant and welcoming place to
live, work, and visit.
I look forward to continuing to represent the parish at future events and
working alongside you all over the coming year."

29/26 Public Forum

1. Mr Roger Ford raised the following matters:
a) The lack of police presence in the parish. The Clerk explained
that a police constable would shortly be joining the
Neighbourhood Policing team, and would be patrolling the town.
b) Trekenning Roundabout and adjacent verges were badly
overgrown. The Clerk explained that he had reported the state
of the roundabout to Cornwall Council Highways, and that the
verges were scheduled for cutting by Council’s new contractor
on 3 rd June.
c) The path from Trekenning Roundabout to Philiphaugh nursing
home was overgrown. The Clerk would report the matter to
Cornwall Council Highways.

2. Mr Chris Masters noted that Council would be discussing the overnight
switching-off of street lighting. He described that, when his late wife
was seriously unwell, the lack of light had delayed the arrival of an
emergency ambulance and had impeded the paramedics’ treatment of
her. He added that it was “a disgrace” that council tax payers could
not have streetlights lit overnight.
3. Mr Clive Horn complained that nothing had been done to address the
parking problems in Carloggas Grove. The Clerk noted that he had
raised the matter with a Cornwall Council Highways officer. The Clerk
and Councillor O’Connor would again raise the issue at a forthcoming
meeting with the Highway Manager.
4. Mr Jacob Down spoke in favour of planning application PA25/09446,
for which he was the architect. He explained that the Section 73
application related to amendments to a Rural Exception Site housing
scheme that received planning approval in 2024: the principle of an
affordable-led development has been established. Mr Down noted that
application should therefore be considered only in relation to the
proposed amendments, rather than the principle of the development
itself.
The proposed changes included reducing the number of homes from
26 to 24, revising the affordable housing mix, redesigning affordable
units, increasing parking provision, relocating the day nursery, and
integrating sustainable drainage features. The revised scheme, Mr
Down argued, remained Policy 9-compliant and delivered a lower-
density, better-designed, and more sustainable development.

31/26 Apologies for Absence

a) Cllr C Bonner, who had a work commitment.
Cllr Taylor proposed, seconded by Cllr Anthony, and it was
resolved unanimously to accept Cllr Bonner’s apology, and to
approve the reason for it.
b) Cllr Fuery, who was unwell.
Cllr Taylor proposed, seconded by Cllr Anthony, and it was
resolved unanimously to accept Cllr Fuery’s apology, and to
approve the reason for it.
c) Clr Mrs McLeod, who had undergone a medical procedure.
Cllr Taylor proposed, seconded by Cllr Anthony, and it was
resolved unanimously to accept Cllr Mrs McLeod’s apology, and to
approve the reason for it.
d) Cornwall Councillor Rowland O’Connor.

32/26 Members’ Declaration of Interests

33/26 To confirm the Minutes of the Annual Meeting of the Council held

and adjourned on 5 th May 2026
The Minutes of the previous Full Council Meeting, which was held on 5 th
May 2026, were presented by the Mayor.
Cllr Taylor proposed, Cllr Allen seconded, and it was resolved
unanimously that the Minutes be accepted as an accurate record of the
meeting.

34/26 To Confirm the Minutes of the Reconvened Annual Meeting of the

Council, which was held on 12 th May 2026
The Minutes of the reconvened Annual Meeting of the Council, which was
held on 12 th Mayor 2026, were presented by the Mayor.
Cllr Taylor proposed, Cllr Anthony seconded, and it was resolved
unanimously that the Minutes be accepted as an accurate record of the
meeting.

35/26 Payment of Accounts – Members to Approve the Payment of

Accounts to 20 th April 2026
Cllr Taylor presented the Accounts, paid up to 20 th April 2026.
Cllr Taylor proposed, Cllr Jury seconded, and it was resolved
unanimously that the payment of accounts, to 20 th April 2026, as well as
the list of spending powers, be approved.
36/26 Payment of Cornwall Data Access Invoice

Cllr Anthony proposed, Cllr Dickens seconded, and it was resolved
unanimously that CDA’s CCTV installation invoice of £3,633.60 be paid.

37/26 Honorarium to B Daniels for Gardening

Cllr Allen proposed, seconded by Cllr Jury, and it was resolved
unanimously to pay Mr Barry Daniels an honorarium of £630 for his
gardening work in the town.
38/26 Co-option of a Councillor

The Clerk reported that an application for co-option to the Council from Mr
Simon Riley had been received and had been circulated to members. The
Clerk confirmed that Mr Riley met the qualification and citizenship criteria.
Mr Riley addressed members and explained that he wished to serve the
parish and the Council in every way possible. He also wished to bridge
“the gap” between Council and other parish groups.
Cllr Taylor nominated and proposed that Simon Riley be co-opted to the
Council. Cllr Allen seconded the motion, and it was resolved
unanimously to co-opt Mr Riley.
Cllr Riley read and signed his Declaration of Acceptance in the presence
of the Clerk and took his Town Ward seat.

39/26 Planning Applications

Cllr Anthony proposed, seconded by Cllr Dickens, and it was resolved
by a majority to support the application.

Cllr Taylor was concerned that access to the site would be via
Bospolvans Road, which was near to where he once lived, and which
he believed was a private road. He argued that the lack of surface
maintenance there would increase traffic problems. Mr Down noted
that the relevant permission had already been granted: Bospolvans
traffic was out of the scope of the Section 73 amendments.
Cllrs Allen and Dickens thought the amendments acceptable.
Cllr Jury remained concerned about the impact on traffic in Newquay
Road, while Cllr Taylor emphasised the pressures upon infrastructure
that the proposed development might increase.
Cllr Taylor proposed that that Council object to the application, on the
grounds that the amendments had failed to address the material
conditions on which the previous objection was based. Cllr Jury
seconded the motion, and it was resolved by a majority to oppose the
application (three votes pro, two votes con and one abstention).
iii) PA26/01068: Local Development Order – Upgrading septic tanks
and small sewage treatment plants within River Camel Special
Area of Conservation. Cornwall Council.
There were no objections.
Cllr Taylor proposed, seconded by Cllr Allen, and it was resolved by a
majority to support the application.
iv) PA26/02379: Change of use of land from an existing use for the

40/26 Streetlighting Survey Results & CAP Discussion

Cllr Taylor reported the results of the overnight street lighting survey: 67%
of respondents opposed the switching-off of streetlights overnight; 66%
favoured overnight dimming of the street lamps.
Cllr Taylor highlighted respondents’ safety concerns, and noted he and
other councillors had received complaints that the policy had left female
parishioners feeing unsafe.
Cllr Taylor proposed that, “St Columb Major Town Council objects to the
switching-off of street lighting overnight and calls upon Cornwall Council to
reconsider the decision.” Cllr Dickens seconded the motion, which was
resolved unanimously.
41/26 Library Opening Hours

Cllr Allen proposed, seconded by Cllr Dickens, and it was resolved
unanimously that the Library’s Wednesday opening hours be 9am to 1pm.

42/26 Membership of NALC/CALC

Cllr Taylor proposed, seconded by Cllr Jury, and it was resolved
unanimously that the Council join the National Association of Local
Councils and the Cornwall Association of Local Councils, at a combined
cost of £1,697.89 per annum.

43/26 St Columb Major AFC Request to Take Over a Public Lavatory
The Chairman of St Columb Major AFC, Mr Clive Horn, explained the
Club’s proposal to take over one of the Recreation Ground public
lavatories: such a transfer would enable players to use a convenience
when the public lavatories were closed.
Members agreed to investigate the matter.

44/26 Refurbishment and Improvements of Public Lavatories

The Town Council’s lavatory cleaning contractor, Mr Anthony Roberts,
used images of other councils’ conveniences to explain improvements
which might be made to the St Columb Major’s public lavatories.
Members agreed that the Clerk investigate possible refurbishments and
their cost.

45/26 Closed Session

Cllr Allen proposed, seconded by Cllr Anthony, and it was resolved
unanimously that the Press and Public be excluded from the Meeting for
the following items of business on the grounds that they involved the likely
disclosure of exempt information as defined in the Public Bodies
(Admission to Meetings) Act 1960 (as Extended by Section 100 of the
Local Government Act 1972).
46/26 Accountancy Matters

Members were content that the overpayment of salaries would be set
against the end-of-year and last quarter VAT return fees.

47/26 Town Clerk’s Appraisal

The Mayor presented the Town Clerk’s annual appraisal and
recommended that Mr Stuart’s salary be increased by one spinal column
point.
Mr Stuart thanked members, but declined to accept the increase. Cllr
Allen urged that the Clerk receive additional leave, in lieu of a salary rise.
