Football Club Refreshments Policy

Adopted by Full Council on the 12th May 2026

The Council notes that the lease agreement between the Council (the Landlord) and St Columb Major Association Football Club (the tenant) allows the pavilion premises to be used by the tenant as a pavilion.

  1. Policy Purpose

This policy sets out the permitted times during which food may be prepared and served to the public at the Football Club pavilion premises. The purpose of this policy is to ensure that food provision is limited to activities directly associated with Football Association-sanctioned football matches and organised training sessions, in accordance with the conditions of the Club’s lease agreement

  1. Match Day Food Service

Food may only be served to the public during the following periods on official match days:

  • No earlier than 1 hour before the scheduled start of the match
  • During the match.
  • No later than 1 hour after the match has concluded.

Food service must cease after this period unless prior approval has been granted in accordance with Section 4 of this policy.

  1. Training Session Food Service

Food may only be prepared and served to the public during the following periods on official training days:

  • No earlier than 1 hour before the start of the training session
  • During the training session
  • No later 1 hour after the training session has concluded

Food service must cease after this period unless prior approval has been granted in accordance with Section 4 of this policy.

  1. Service Outside Permitted Times

Food must not be prepared or served to the public at any other time, unless prior consent has been granted by a St Columb Major Town Council through a formal vote of Councillors.

Any request for food service outside the permitted times must be submitted to the Town Council for consideration in advance.

  1. Food Hygiene and Safety Standards

All food preparation, storage, and service must comply fully with food hygiene standards and Cornwall Council regulations.

The Club is responsible for ensuring that all individuals involved in the handling or preparation of food adhere to these standards at all times, including any guidance relating to cleanliness, food storage, temperature control, and safe food handling practices.

  1. Responsibility for Food Service

The Football Club is responsible for ensuring that all volunteers, staff, or third-party individuals involved in food preparation or service comply with this policy and all relevant food hygiene regulations.

  1. Monitoring and Standard Compliance

St Columb Major Town Council reserves the right to monitor food standard compliance with this policy and may request evidence of food hygiene certification.

  1. Policy Compliance

Failure to comply with this policy may be considered a breach of the lease agreement between the Football Club and St Columb Major Town Council, and may result in action in accordance with the terms of that agreement.

  1. Review: this policy may be reviewed and amended by St Columb Major Town Council where necessary to ensure compliance with tenancy conditions and council regulations.
